Public relations is used as a persuasive tool in communications because companies use public relations to persuade the public to like their company or product. There are often scandals within companies, and PR people use public relations as a persuasive tool to convince the public to still like the company. PR people have to decide the best way in which to handle the scandal and then communicate to the public through mass media.
They also use communication tools to advertise and sell their products, although this is not typically through PR but through the marketing side of the company. However, it is a persuasive tool through communications.They use commercials on television, the radio, on the internet, on signs, and in other unique places.
